On January 21, 1977, President Jimmy Carter issued a pardon to the hundreds of thousands of civilian men who evaded the draft during the Vietnam War. The pardon didn’t apply to the servicemen who already began serving in the military, and then deserting it, only to those who went “underground” or fled to countries such as Canada and Sweden.
