In a press conference on Wednesday morning, U.S. Attorney General Pam Bondi announced the Department of Justice (DOJ) would be enforcing and suing the state of Maine for continuously violating Title IX. Secretary of the Department of Education (DOE) Linda McMahon joined Bondi along with women’s sports advocate Riley Gaines, Maine’s State House Representative Laurel Libby and several others.

On February 5, 2025, President Trump signed an executive order to protect biological female athletes from biological men competing in women/girls sports.

“The state of Maine is discriminating against women by failing to protect women in women’s sports…This is a violation of Title IX…The Department of Justice will not sit by when women are discriminated in sports. We are going to continue to fight for women,” Bondi said.

Trump got into a heated verbal exchange during a governor meeting on February 21 with Maine’s Governor, Janet Mills over the issue. Trump warned that Maine would lose federal funding if they didn’t comply with the executive order.

Maine’s Attorney General sent a letter to the DOE on April 11 saying, “We will not sign the Resolution Agreement. We do not have revisions or a counter proposal. We agree we are at an impasse. Nothing in Title IX or its implementing regulations prohibits schools from allowing transgender girls and women to participate on girls and women’s sports teams.”

Bondi said, “We believe they are failing to protect women and it’s not only an issue in sports, it is a public safety issue. These boys are allowed to go in women’s restrooms, they are allowed to go into the women’s dressing rooms and get fully naked and change, biological boys, and change clothes in front of these young women.”

California and Minnesota are also not complying with Trump’s executive order and can face the same issues in the near future.
